A random Asari being sexy in an ad is not fanservice.  They routinely exploit the fact that the rest of the universe wants to bang them.
Miranda, who resents her origins and gifts, walking around in a skintight catsuit is.
If such a distinction can’t be made, then it rules out ever having sexy characters in any context ever without it being problematic.  Which would… be problematic.

I don’t think Miranda resents her gifts. She’s very straight-forward about her design as a perfect human: attractive, healthy, intelligent, and depending on who you ask, charming. She goes so far as to say this is “just a fact.”
I believe it makes sense she’d take advantage of her assets. She knows she’s beautiful. She knows she can use it, and she does, because in addition to her arsenal of other skills her sex appeal makes her feel useful as a person.

Khalisah and Shepard might hate each other beyond all reasonable doubt, but you know Khalisah is always happy to see Shepard whenever he/she returns to the Citadel.

*sigh* I’ve said this before, but I wish Khalisah could replace Allers. Allers made no freaking sense.

The short answer: sexual dimorphism. Had they not been covered people would be complaining that the females and males look too alike, or if Bioware had just slapped a pair of tits on the females people would complain about that.
Eve and the salarian females’ garments also look ceremonial to me. Since she’s a shaman and they’re politicians, it makes sense. Personally I think Eve is just fab.
On another note, Eve is not the first krogan female we see in the series. On Tuchanka in ME2 there is an “emissary to the female clans” in the upper levels of the Urdnot base. She has a lighter voice and wears the same thing as the males, unless I’m wrong and it’s some kind of krogan eunuch (but that wouldn’t make any sense).

I agree though. When they announced default Femshep I expected a finely chiseled, battle-worn hardass like Sheploo and got a Picasso piece instead. I don’t think she’s ugly or anything. She just looks like she was made with a computer, whereas Sheploo looks finer and more human.
